Douglas C. Mousel

City Manager

Douglas C. Mousel was recently hired by the City of Oak Point to serve as City Manager. Mr. Mousel began his employment with the City on November 30, 2009.

While he was born and graduated high school in Omaha, Nebraska, Mr. Mousel attended college at Southwest Texas State University in San Marcos, Texas and obtained a Bachelor of Arts with a major in urban and regional planning and a Master of Applied Geography with a concentration in land/area development and management.

Prior to his employment with the City of Oak Point, Mr. Mousel was employed with some of the fastest growing cities in the Dallas-Fort Worth region including Prosper, Frisco, Plano, and Carrollton.

Most recently, Mr. Mousel was employed as the Vice President of Planning & Entitlements for LandPlan Development Corporation.

Mr. Mousel’s community involvement includes participating in the inaugural 2004-2005 Northern Collin County Leadership Program, serving on the City of Frisco’s 2009 Charter Review Commission, and serving as the past President of the Prosper Developers Council. He has also coached youth baseball and soccer for several seasons.

In his spare time, Mr. Mousel enjoys spending time with his family, traveling, playing softball, and attending college football games, specifically the Nebraska Cornhuskers.

Mr. Mousel and his wife, Connie, who is a flight attendant for Delta Air Lines, have a son and daughter.

 Angie Kelly

City Secretary

Angela is a true Texas native, born and raised in the Dallas Fort-Worth area. While attending college, she began her career with the City of Farmers Branch working part time for the Administration division of the Parks and Recreation Department. She went on to work full time for the City as a Secretary and the duties of her position progressed throughout the years. During that time she maintained the department’s payroll, purchasing, and personnel records, prepared budget narratives, administered purchase orders and bid packets, assisted with board packets and city council agenda requests, served as the Records Coordinator, and worked numerous special events.

She also worked to develop a map/brochure that highlighted city parks/facilities and developed a policy for park facility rentals. She served as Chairperson to several committees, including the Recognition Committee, which provided awards for Employee of the Year and Innovative Project of the Year, and also chaired the committee responsible for updating the department’s attendance policy.

During last two years of her employment with the City of Farmers Branch Angela served as Program Coordinator. In this position she coordinated with staff and architects on park improvements within the City, served as liaison for all city sponsored youth & adult athletic league programs, and updated the Athletic Policy. In addition, she also worked closely with Economic Development staff and athletic leagues/conferences to promote the use of city facilities to increase revenue for their hotels and restaurants.

With the birth of her first child, Angela decided to go on hiatus from her municipal duties and be a stay at home mom. She had a second son and once her youngest child started school, Angela returned to work and became the Deputy City Secretary for the City of The Colony. While working in The Colony, Angela obtained her Texas Municipal Clerk’s Certification through the University of North Texas. Her duties of Deputy City Secretary included preparing and distributing agenda packets for City Council, posting agendas, following up on action taken during council meetings, billing/collection of local alcohol fees, preparing legal notices for publication, responding to public information requests, processing liens/releases filed against private property, and serving as Records Coordinator.

Angela and her husband, Mark, have two sons. In her spare time, Angela enjoys spending time with her family, interior design, and cake decorating.

Angela is excited about her new role as Oak Point’s City Secretary and is looking forward to the new opportunities and challenges ahead. She offices at City Hall, located at 100 Naylor Road, and may be contact at (972) 294-2312.
